The Conto Termico 3.0 marks a significant evolution of the main national incentive tool for energy efficiency interventions and thermal energy production from renewable sources in existing buildings.
The decree, adopted in 2025 by the Ministry of Environment and Energy Security, was published in the Official Gazette on Sept. 26, 2025, and came into effect on Dec. 25, 2025, with the simultaneous publication of the GSE’s Application Rules and updated PortalTermico, which govern how it is accessed and managed operationally.
A real opportunity for energy transition
With a budget of 900 million euros per year, the Conto Termico 3.0 provides capital grants to support the energy upgrading of the building stock and the adoption of high-efficiency technologies, in line with national and European decarbonization goals.
Incentives cover up to 65 percent of eligible expenses, with the possibility of up to 100 percent for specific Public Administration interventions, and include additional bonuses related to the geographic location of interventions and improved energy performance.

The measure became fully operational with the publication of the GSE Application Rules and the update of the PortalTermico platform, which define access procedures and operational requirements.
Advancing the Energy Transition Through Targeted Incentives
With an annual budget of €900 million, Conto Termico 3.0 provides capital grants to support the energy retrofit of Italy’s building stock and the deployment of high-efficiency technologies, in line with national and European decarbonization objectives.
Incentives cover:
- Up to 65% of eligible costs for most beneficiaries
- Up to 100% for specific Public Administration projects
- Additional premiums based on geographic location and measurable improvements in energy performance
