Conto Termico 3.0: Revised Incentives for Efficiency and Renewables

The Conto Termico 3.0 introduces an updated framework of incentives for energy efficiency and renewable heating and cooling in buildings.

Adopted in August 2025 by the Ministry of Environment and Energy Security, the decree will come into force with its publication in the Official Gazette of the Italian Republic and the update of the GSE PortalTermico.

Available resources

The Fund allocates €900 million per year, divided as follows:

  • €400 million reserved for public administrations
  • €500 million for private individuals and businesses

On average, incentives cover up to 65% of eligible costs, rising to 100% for certain public sector projects (e.g. schools, hospitals, small municipalities).

Eligible Beneficiaries

Access to Conto Termico 3.0 is open to:

  • Public Administrations (including through advance reservation of funds)
  • Private individuals (households and condominiums)
  • Enterprises and service-sector organizations
  • Renewable Energy Communities and self-consumption schemes (per GSE rules to be defined)

Eligible Interventions

Energy Efficiency

  • Upgrading building envelopes (insulation, windows, solar shading)
  • Replacing HVAC systems with high-efficiency units
  • Efficient lighting and building automation systems

Thermal renewables

  • Heat pumps (electric, gas, hybrid)
  • Solar thermal and solar cooling systems
  • High-performance biomass plants

Combined interventions (only when replacing electric heat pump systems)

  • Photovoltaic systems with storage
  • EV charging stations

Access to Incentives

Applications are managed through the GSE PortalTermico:

  • Direct access: after project completion
  • Reservation (PAs only): funds can be reserved before works begin

Incentives are paid over 2 or 5 years, depending on project type and size. For PAs using direct access, payments are made in a single installment.
