From norm to action in strategic selection, training and development processes
The Italian public administration is going through a phase of profound transformation. PNRR, PA Decree 69/2025 and new ministerial guidelines on skills, selection, evaluation and development are redefining the perimeter and language of the civil service.
The regulatory framework is clear and ambitious.
The challenge is to operationalize it.
The event was created to accompany this transition: from the logic of compliance to building real public capacity. An initiative dedicated to HR referents, managers, HR managers, training and organizational professionals from central and local PA, universities and research centers, with the aim of rethinking the HR function from a strategic perspective.
Goals
- Raising awareness of the transformative role of Human Resources functions in PA.
- Enhance concrete experiences and real cases already developed by institutions
- Bring out current and prospective needs, critical issues, and levers for change
- Support the transition from regulation to action by translating legislative guidance into organizational development opportunities
- Co-designing scalable tools and solutions through participatory thematic tables
- Return concrete tools, operational materials, and accompanying proposals to give continuity to the work begun
A comparison workshop
After an introductory framework and institutional testimonies, participants will work in three thematic tables, dedicated to the strategic nodes of the HR function:
- Selection and soft skills
Integrate soft skills assessment into recruitment processes. - Training as an organizational lever
Linking training needs, strategic goals and entity performance. - Professional development and evaluation
Building effective evaluation cultures and consistent pathways for professional growth.
The work will conclude with a plenary return of the priorities that have emerged and the activation of possible accompanying paths and experimentation.
A networking light lunch is planned to close the event.
